How can the file get bigger without changing the photo?
The tool saves the photo at high JPEG quality first. If it is still below your minimum, it adds invisible padding (a comment block inside the JPG). Image viewers and portals ignore it, and the picture looks exactly the same.
Why does a form need a minimum size?
Some portals reject very small files because they are often too blurry. If your photo is sharp but small, this brings it over the minimum. If the photo itself is blurry, take a better photo instead.
Which KB does the tool use?
For a minimum it uses 1 KB = 1024 bytes, the larger way of counting, so the file passes either way.
